Haleyville City Council
Sep 18, 2007
All members except Tim Edwards were present.

The council meeting minutes of Sep 4 and the August general operation bills were approved. Johnny Frazier asked the department heads to watch their spending, especially since the city was already over budget for this fiscal year. The new fiscal year begins Oct 1.

  • After a discussion on how much money was available and whether or not to pave the parking lots downtown along with the streets around downtown, the council voted to advertise for bids and ask bidders to give separate prices for the streets and the parking lots. This will permit the city to do as much it can afford and perhaps simply seal the parking lots instead of paving.

  • On the agenda but postponed until the next meeting was the considering of a one-time bonus for city retirees.

  • Chief Kyle Reogas suggested an increase in the service fee charged to Bear Creek for dispatch service for the Bear Creek Police, Fire, EMS and Rescue Squad. Presently it is set at $300 and was set with the original agreement in 1992. Reogas pointed out the cost of labor for dispatch, cost of new computers to handle the required information and other associated costs have risen over the years. After some discussion, the council decided to discuss with Bear Creek city officials an increase to $500/month.

  • Mike Taylor, head of the street and sanitation department reported a recent accident that damaged the city bucket truck beyond repair and injured a city employee. Taylor stated a large tree that the city employee was cutting limbs from fell into the truck knocking the employee to the ground. The employee suffered some broken ribs, but will recover. The truck was considered a total loss. Because the truck had liability insurance only, Taylor asked the city to fund the purchase of a replacement from the state for approximately $15,000.  Other methods of replacing traffic signal lights and the installation of the Christmas lights was discussed. An alternate method used before the city purchased a bucket truck, was to utilize a front end loader. With comments about how unsafe a front end loader would be, the council asked Taylor to come back with a recommendation on the purchase of a specific truck from the state when one comes available.
